During a cruise in Hong Kong, a U.S. Senator aspiring to be President (Efrem Zimbalist Jr.) becomes romantically interested in a businesswoman (Donna Reed) who plans to establish a major casino in Hong Kong. At the same time, his aide attempts to sabotage the relationship due to public relations concerns.
