Yes, Wide Open Spaces was meant to be a back door pilot for Billy Windom. Donna was thinking of ending her show after season 4 and this would have replaced it. However, Donna agreed to continue with her show. The actress, Patricia Breslin, who played Billy's wife in the episode, had worked with him when Bill started on the stage shortly after WW2. He spent a summer at Fordham University performing in Romeo and Juliet. He was Romeo and Patricia was Juliet. Also Billy was very close friends with Carl Betz and attended Betz's funeral.
